In short: use this RACI-style matrix internally; tick owner vs consultant in your tracker.
Matrix aid only; reconcile every row against the live journey you opened in TAMM / Binaa.
| Document theme | Vacant land — new dwelling | Built property — alteration | Additive / annex / extension* |
|---|---|---|---|
| Plot/building identity & rights | Title/ownership extracts as portal demands | Ownership + linkage to approved as-built lineage | Same as alteration + explicit addition scope |
| Technical drawings | Full coordinated set | Delta vs approved records + narratives | Hatch “new vs existing”; clarify structure |
| Letters / mandates | Consultant mandate / owner confirmations | Plus scope boundary proofs | Add safety attestations where applicable |
| Supporting studies | Geotech/tests if service mandates | Condition reports if reviewers request | Studies tied to addon risk |
* Bigger footprints ≈ fuller permits; lighter scopes maybe “minor works” if criteria match (DMT briefing).
Who does what?
| Role | Typical tasks |
|---|---|
| Owner | Sign-offs, UAEPASS access, chooses consultant, validates scope & budget gates, gathers title/ID packs. |
| Consultant | Drawings, uploads to Binaa/TAMM-aligned flows, replies to reviewer notes, revisions & revision logs. |
| Contractor | Usually after permit / award; execution, QA, inspections—may join earlier for provisional technical input if permitted. |
Typical slips we see operationally
- Selecting the wrong service tile on TAMM/Binaa—the name in chat ≠ the official catalogue name.
- Incomplete coordinated sets (MEP/struc/fire missing while arch looks “pretty”).
- Uploading unreadable scans or mixed disciplines in one giant PDF without a roadmap for reviewers.
- For existing buildings—no clear delta vs approved lineage; reviewer cannot trace what changed.
- For additions—risk of zoning / envelope assumptions without checking plot rules on official sources.
Field tips
- Keep one master revision table (date • sheet • comment ID • outcome) synced with BIM/PDF filenames.
- Separate civil-defense / FS evidence so reviewers do not chase inside arch sets.
- Before FAB draws, bankers often align on permit/issue dates visible in portals—screenshot responsibly with reference numbers.
