Covers LOTO, IR scan where applicable, torque log for bus, and PPE entry rules before first energize.

Execute with two independent signatories: contractor competent person and consultant witness. If night shift, re-issue the LOTO for the new crew.

Do not use photos of a torquing wrench without serialised torque sheet rows.

File the pre-energise memo on the same chain as the temporary power permit.
